A limited number of Sessions are available for Consultants to teach innovative means and methods and for software vendors to demonstrate new or improved products. A limited number of Project Showcase Sessions are also available. Members of the construction community are invited to submit abstracts describing how YOUR project delivery was improved by superior CPM scheduling and project controls. This session will lead attendees from download of Primavera P6 software from Oracle's website to delivery of the first report to management of the Contractor and
the Owner. This session is taught by two veteran users of P6™, Hannah Schumacher, Managing Consultant for Hill International (www.hillintl.com) and
Charlie Jackson, Vice President of Primavera Services for Hill International (www.hillintl.com).
Many Contract Documents are now requiring the use of the latest version of Primavera software (P6™) due to its enterprise capabilities and its use of latest
technologies including the capabilities to interact other software applications; therefore it is important for the Scheduler to understand how to use this
software most efficiently in their battle to complete their projects in a timely manner.
Primavera’s latest release of P6™ contains many features that can assist in developing schedules quickly and efficiently. However, a new or in-experienced user
would be overwhelmed in the struggle to prepare the schedule using P6™ and these advanced features without proper training or “Basic Training”.
This session will focus on the presenters’ experiences and their lessons learned regarding the effective use of P6 ™ in the schedule development process as they
apply to the Planning and Scheduling development processes. The Scheduler should be able to apply the implementation and execution “Lessons Learned” outlined in
this presentation to develop schedules quickly and efficiently using P6™.

CPM schedules are excellent at providing a completion forecast based on the planned duration and sequence of work. However, they fall short in accounting
for external risk events – those discrete events that have an impact on a project execution teams' ability to execute the plan. This presentation focuses on
the second step towards improving project maturity: identifying and reducing project risk exposure through project risk analysis. Learn best practices when
running a schedule or cost risk analysis and hear how Deltek Acumen Risk and Risk book combine the accuracy of Monte-Carlo risk analysis with a

THU27 - Weather Delays and How to Deal With Them
There is no standard in the industry for how to accommodate planned weather impacts in a CPM schedule. Some practice the hope and pray strategy where they take
no specific action and recover any time lost as needed. Still others, randomly select the specified number of days from the project calendar and turn them into
non-work days. A few use a weather contingency activity to push the schedule to an early completion tempo. This session will explore pros and cons of all three
options and allow people to determine for themselves when each option might be appropriate.

THU36 - Application of Collaborative Working Agreements
in the New Zealand Construction Industry for a Major Government Project
It can be fairly stated that the early 1990s were probably not the best time for the construction industries in Australia, New Zealand, the United Kingdom as well
as the United States. In Australia major construction companies came and went and mergers of well-established Australian construction companies with German builders
seemed to be the norm. The Australian construction boom with the large number of apartments in overbuilt markets; overheated economies, over extended developers and,
let us not forget simple greed and mismanagement, led to a significant decline in construction volume. It cannot be understated that the value the of construction
industry on each local economy is considerable, for example construction accounts for 4 % of Australian GDP, 8% of GDP in the UK and 5% of GDP in the US.
It could be argued that the decline of the construction industry in the mid-nineties in all three markets can be easily laid at the door of the flow on effect from the
US of ever increasing litigation as much as anything else has played a major role. Poor project briefs, adversarial tendering practices all had their part to play as
well. In Australia, disputes surrounding major projects have been the subject of much debate in other forums. Late delivery and over budget seemed to the cynics
amongst us, as the norm
Whether the claims explosion of the '80s and early '90s was a cause, symptom, or effect of the construction industries other difficulties is for others to sort out;
what is certain is that in the UK, Australia and New Zealand the industry's factiousness cannot have helped to ameliorate an already declining situation.
Studying these failures, one could examine a number of possible explanations for this phenomenon. Undoubtedly, there are many opinions: high interest rates in the
early to mid-eighties, inflation, severe competition for fewer projects, margin slashing and out of control speculation, the lack of infrastructure projects in all
countries; can all take their place in the line of suspects. Certainly, however, poor project organisation a lack of attention to the detail in architectural design,
poor project structure, communication, and execution may be identified anecdotally as a key factor in many claim-ridden projects.

THU37 - P6, Fuse and Synchro – Bring it All Together on a Major Infrastructure Program
This session demonstrates how P6, Acumen Fuse and Synchro were introduced on a major infrastructure Program and how they are being used to effectively manage
the program. Owners of public agencies undertaking a major construction programs often are doing so for the first time and are not familiar with the advanced
schedule and cost management tools available today. This session will discuss how the project was structured, how these tools were introduced and how are they
being used today. The P6 enterprise needed to be structured to control the program for 2 years while the alternative projects were still being defined, including
storing monthly payments and preparation of cost histograms. Acumen Fuse has become the tool for reviewing the quality of all schedule submittals and Acumen Risk
was also introduced. Synchro then came together as the source for evaluating construction schedule submittals and visualizing cost and schedule plans to identify
constructibility issues prior to construction. Experience was gained in how to bring 3D/4D /5D together effectively which will be discussed.

THU43 - Risk Analysis - Art Science or Bull?
Many of us remember the tag line from the Primavera ad from the '90's about CPM schedules, "Art, Science or Bull?". The speaker, having been around
Primavera risk analysis since the days of "Monte Carlo", and more than familiar with how to structure risk inputs toward a predictable outcome, felt it
appropriate to resurrect this tag line with a fresh perspective on the way we approach risk analysis with the tools available today.
Risk analysis is one of those common sense things we do in our every day lives, let alone when managing projects, without really thinking about it. Like
many common sense things (Earned Value for example), we as human beings have the capacity to complicate simplicity beyond usefulness and understanding. Risk
analysis is much more than "electronic darts" and with tools like Acumen available to us today can be extremely useful in communicating the variable
possibilities that project teams need to consider in successfully managing their projects.

THU47 - Proper and Effective Uses of Recovery Schedules on Construction Projects
When a construction schedule shows delay or there is otherwise a delay in construction progress the common response by a project owner or someone acting on the owner’s behalf is to demand a “recovery schedule” to make up delay within the remaining contract time to achieve an on time completion. This seminar will explore the appropriate prerequisites that are necessary before an owner or someone acting on behalf of the owner can demand a “recovery schedule” along with an evaluation of the various techniques or solutions that may be employed in creating the recovery schedule as well as their likelihood of success. Among the topics and best practices covered are:
- What steps should be taken to minimize a request for a recovery schedule.
- When an owner should request a recovery schedule and how should a contractor respond to a request for a recovery schedule.
- How to approach acceleration and schedule development, including additional resource requirements, cost and resource leveling and developing “what if” scenarios.

Advanced Schedule Risk Analysis using Risk Drivers
Many cost estimates assume that the project schedule is engraved in stone. Estimates of project cost may be unbiased but still, they do not represent the
best estimate of total cost until project schedule risk is considered. This presentation, first, discusses the rationale for conducting a project risk
analysis and for integrating the analyses of cost and schedule risk in one exercise. Second, the Risk Driver method for analyzing project cost and schedule
risk is proposed and demonstrated using a new Monte Carlo simulation and analysis package, Polaris. Third, in this analysis the impact on cost risk of
uncertainty in schedule that impacts the cost of time-dependent and LOE-type resources is considered in an integrated analysis. The result is a better
estimate of cost risk and identifying the main risks to cost, some of which are usually those thought of as being schedule risks. Without integrating cost
and schedule the impact of schedule on cost is likely to be missed or underestimated.
This presentation discusses how cost and schedule are integrated so that the cost of time-dependent resources including LOE is affected by time and burn
rate. Also risks affect the total cost of equipment/material cost uncertainty for time-independent resources. Hence, in the analysis cost is impacted by risk
in both traditional cost risk elements and schedule risk elements. Risks are prioritized and used in risk mitigation.

FRI16 - The Riddle of the Ribbon, Moving from MS Project 2007 to 2010. Where is Everything?
Microsoft has once again upgraded a perfectly adequate product, adding some new features while removing some that were useful, and then completely restructuring
the menu system, now the Ribbon, making it difficult to find where they put everything. This is the story of my experience translating my highly customized 2007
version to be equally useable on 2010. We’ll talk about how to keep the 2007 version on your system because you’ll want to reference where things were and the upgrade
will wipe it out unless you stop it. You’ll probably want to bring your views, tables, filters, macros, and customized fields along. But the biggest challenge I
found is how to navigate the incredibly cluttered and unfamiliar Ribbon menu system. We’ll talk about how to customize the ribbon to make it as familiar as your old
menu system. And interestingly they don’t store the ribbon in the Global.MPT file where all the rest of your customization resides. So if you go to the trouble of
customizing your Ribbon, which I guarantee you will want to do, you will want to know where they put it in case you want to save someone else the trouble and send
them your Ribbon. This is not an exhaustive tutorial of features and functions, but it does represent what you the practitioner are likely to experience when you
upgrade.

FRI21 - Forensic Schedule Analysis and Discretionary Logic
Let’s face it: Forensic Schedule Analysis (FSA) and real time schedule review do not handle CPM schedules with significant amounts of discretionary logic
very well. Major theoretical and practical advancements have been made on what FSA methodology is most appropriate to evaluate schedule delay in the last
decade, largely through the introduction of AACE’s RP29R-03. Nevertheless, discretionary logic - the type of logic that is not dictated by either the
contract or the physical necessity of the project - continues to cause difficulty for fair and accurate analysis of schedule updates during the course of the
project in the construction industry. Further, these analytical problems persist in the methodologies associated with post-construction FSA. This presentation
considers several applications and refinements of existing forensic delay methodologies, particularly As-Planned vs. As-Built, Contemporary Period Analysis
and Collapsed As-Built, which can assist in identifying the as-built critical path and delay responsibility in schedules with significant amounts of
discretionary logic.

FRI22 - Making Sense of Schedule Risk Analysis
The paper will start with a brief discussion of the nature of uncertainty and how we measure it, the validity of subjective estimates, and why schedule
uncertainty is different and more complex than cost uncertainty. This will include an explanation of the phenomenon of merge bias.
It will go on to explain how Monte Carlo simulation works and why it is the only valid way to deal with schedule uncertainty. Reference will be made
specifically to uncertainty relating to task durations, resource costs, and project calendars.
The main part of the paper will deal with how to determine the input data, including correlations, and how to interpret the results, including estimated
frequency function, cumulative frequency function, and percentile points.
The paper will conclude with a discussion of sensitivity analysis, its value, and the difficulty of doing it properly.

FRI31 - The Critical Intersection Method: A New Paradigm in Delay Analysis
AACE Recommended Practice RP-29R-03 identifies nine different methods for analysing delay once as-planned data, as-built data and a network model has been
established. The nine methods are designed for use in conjunction with project planning software that determines the timing of activities associated with a single
instance of a project time clock (known in Primavera as the “data date”).
Why are there nine different methods? Why has no consensus emerged as to which methodology is best given that this is ultimately, just a question of mathematics? The
reason, it is submitted, is that all nine methodologies are mathematically flawed in at least one way or another. These mathematical limitations can be overcome,
however, by applying a particular method that automatically iterates through the entirety of project time and simulates time across the network in order to measure
delay. This method is known as the Critical Intersection Method (TM, pat. pend. all rights reserved).

This presentation discusses how uncertainty and Risk Register events used as Risk Drivers drive schedule risk analysis. A cost estimate is integrated using

Major infrastructure projects face many challenges that are not typical in facility constructions. Land acquisition, seasonal construction issues,
environmental restrictions, maintaining traffic flow, major crossings that involve HDD’s (Horizontal Directional Drills) and optimizing workface planning are
key considerations. The goal is to keep the construction window as short as possible to reduce the overall cost of the project to the owner, while
understanding all the key interfaces points on the right-of-way. This presentation will explore the advantages of using the linear project methodology, to
visually create a plan that reflects all the construction challenges and to report on progress. TILOS is a linear planning tool that serves as an excellent
tool for collaboration between all the major project stakeholders.
FRI35 - Why the Earned Value Measured Mile Analysis Works!
Tim Calvey has testified in court and arbitration and made numerous presentations at mediations on the loss of labor productivity. The method used has been a
measured mile analysis based on actual man-hours versus pay application labor dollars earned. The verdict in the case of J&H Reinforcing & Structural Erectors Inc.
vs. the Ohio Schools Facility Commission was appealed to the 10th Appellate District Court of Appeals of Ohio who ruled that they agreed with the trial court that
competent, credible evidence supported the damage award for labor inefficiency. Tim Calvey will present the earned value measured mile method, explain the mathematics
that supports the analysis, and respond to the criticisms and objections to the method.

The AACE’s Recommended Practice No. 29R-03, Forensic Schedule Analysis, identifies nine forensic schedule analysis techniques. Delay analysis experts have
strong opinions regarding the use of their preferred forensic schedule analysis technique over other techniques. Their opinions are largely determined by
their past experience, their clients, the project contract and facts, perceptions regarding established legal precedent, and the strengths and weaknesses of
each technique. The intent of this paper is to propose the combination of two of the most widely used and accepted techniques, which are MIP 3.4,
Contemporaneous Period Analysis, and MIP 3.7, Time Impact Analysis, from the RP-FSA. The resulting combination would capture the strengths or positive
attributes of both techniques while at the same time addressing their perceived weaknesses. This paper will also provide guidance and direction regarding the
use of the combined technique, and provide an example of its use.

How to cost load a schedule for USACE's QCS/RMS (Understanding the SDEF File)
Cost loading a schedule for USACE’s QCS/RMS is often a source of much misunderstanding and frustration on the part of the project team and scheduler. An
understanding of the reasons and requirements for cost loading a schedule to support QCS/RMS is of great help. Simply put; understanding the data and structure of the
SDEF File is the first step; understanding the reason for cost loading the schedule is the second reason to understand the SDEF File. The bottom line is; if you want
to be paid for the work performed then you need to cost load your schedule, that is, your schedule becomes the Schedule of Values (SOV) forming the basis of your
monthly progress payments. This session will, provide a basic understanding of the requirements for cost loading a schedule and an understanding of the data in the
SDEF File that will allow you to get paid.

Introduction to the Best Practices and Guidelines for CPM Scheduling in Construction Book
This session will give a brief history of the SEI (Scheduling Excellence Initiative) project for the PMI College of Scheduling/Scheduling Community of Practice and show how the book is organized, highlighting some of the topics. This is the ten year effort to write a comprehensive best practices manual for Critical Path Scheduling involving a group of very experienced schedulers with the goal to produce a manual which would be like having a very knowledgeable Senior Scheduler sitting on the corner of your desk to answer questions. SAT21 - Presentation and Negotiation of Delay Claims in Public Contracting
The presentation and negotiation of delay claims on public contracts involve a variety of statutory and contractual limitations on claims in the context
of public works projects. If a contractor does not comply with those provisions, the claim is barred, even if the owner's rep misleads the contractor about
the need to comply with the requirements, such as by saying "don't worry, take your time, we will give you an extension." There are some real horror stories
from the standpoint of a contractor, and they are not well known by project control engineers and project managers. In the context of private contracts,
owners often are deemed to have waived contract limitations, so there is a big difference in many contexts between the presentation of delay claims on public
contracts. Negotiation of delay claims also involves different and other considerations than are involved in negotiation of delay claims on private contracts

SAT23 - Using Stochastic Optimization to Prioritize Risks
One of the first things all analysts do after running their project risk analyses is check the sensitivity analysis. Sensitivity analysis provides insights into
which components of the project have the greatest opportunity to drive cost and schedule growth. The most common sensitivity analysis graphic is the ubiquitous
“tornado chart.” This chart not only ranks each factors contribution to risk but also shows their relative impacts. Pearson’s correlation is the primary metric used
to quantify the contribution of each factor to cost and schedule growth in many of the tornado chart views. Unfortunately, this metric is unreliable when examining
discrete events. In particular, when used to prioritize risks for mitigation, Pearson’s correlation has the propensity to skew its rankings towards risks with a
probability of occurrence closer to 50%. This leads to the unfortunate situation where a risk with a higher probability of occurrence and impact than another risk will
end up ranked lower in the prioritization than the risk with a smaller probability of occurrence and impact. This presentation will explore the reasons why Pearson’s
correlation is an unreliable metric for prioritizing risks. It will then explore alternate methodologies using stochastic optimization for more accurately prioritizing
risks – each of which also has the added benefit of being able to quantify contributions in tangible day and dollar metrics. The paper will conclude by providing
recommendations for community standards for prioritizing and ranking discrete risk events as they relate to potential cost and schedule growth.

In this session, attendees will learn the best practices for electronic document control that Faithful+Gould has developed from over 8 years. They will
discuss implementations with Primavera Contract Manager, Unifier, and other solutions, both in the cloud and in the data center. Topics covered will include
linking schedules to cost management elements to enable better cash flow forecasting, getting the level of complexity of processes 'right', adapting the
project management system to the project and the benefits of transparency in project management.
The session will be presented by Richard Tregaskes of Faithful+Gould, an international Project Management firm. Richard has spent his career helping clients
improve their businesses through the appropriate use of technology, from a consultant, through the leader of design teams split across multiple continents.

SAT26 - When Projects are Delayed Beyond Contract Boundaries
One Owner/Agency has implemented a series of initiatives that has been tailored to preventing delays that are commonly caused by third-party utility
companies. These steps were implemented since learning that nearly half of all of the delays that have occurred to Massachusetts bridge/roadway projects
were the cause of the utility relocation operations. Previous attempts to move existing utilities, far in advance of the bridge/roadway construction contract,
had proven to be overly complicated and ineffective for nearly all of the typical projects. So, in 2008, the MassDOT Highway Division had a very strong need
to develop alternative management principles that focused on improved construction planning/scheduling and with a need to modify some deep-rooted cultures
within the Utility companies, the Contractors and within the DOT itself.
Attendees will be provided a detailed understanding of a thriving construction planning/scheduling initiative that has also been supplemented with unique
performance incentives, a brand new utility coordination construction specification and some important training/outreach lessons-learned. At the conclusion
of this presentation, it is anticipated that anyone who works on public bridge/roadway projects will have some great suggestions to take back to their DOTs,
to help make everyone on their project team much more efficient in getting the project done quicker, and with fewer instances of construction claims/disputes.
