THU21 - Schedule Development Using P6 Professional Download to 1st Report

This session will lead attendees from download of Primavera P6 software from Oracle's website to delivery of the first report to management of the Contractor and the Owner. This session is taught by two veteran users of P6™, Hannah Schumacher, Managing Consultant for Hill International (www.hillintl.com) and Charlie Jackson, Vice President of Primavera Services for Hill International (www.hillintl.com).

Many Contract Documents are now requiring the use of the latest version of Primavera software (P6™) due to its enterprise capabilities and its use of latest technologies including the capabilities to interact other software applications; therefore it is important for the Scheduler to understand how to use this software most efficiently in their battle to complete their projects in a timely manner.

Primavera’s latest release of P6™ contains many features that can assist in developing schedules quickly and efficiently. However, a new or in-experienced user would be overwhelmed in the struggle to prepare the schedule using P6™ and these advanced features without proper training or “Basic Training”.
This session will focus on the presenters’ experiences and their lessons learned regarding the effective use of P6 ™ in the schedule development process as they apply to the Planning and Scheduling development processes. The Scheduler should be able to apply the implementation and execution “Lessons Learned” outlined in this presentation to develop schedules quickly and efficiently using P6™.

THU22 - Three Steps to Project Maturity: Step 2 Schedule Risk Analysis

CPM schedules are excellent at providing a completion forecast based on the planned duration and sequence of work. However, they fall short in accounting for external risk events – those discrete events that have an impact on a project execution teams' ability to execute the plan. This presentation focuses on the second step towards improving project maturity: identifying and reducing project risk exposure through project risk analysis. Learn best practices when running a schedule or cost risk analysis and hear how Deltek Acumen Risk and Risk book combine the accuracy of Monte-Carlo risk analysis with a straightforward, team-oriented user experience to simplify this process.
Presented by Dan Demangos (Solutions Architect, Deltek) and Tom Polen (Director, Solutions Architecture, Deltek).

THU23 - Really Understanding Microsoft Project

Love it or hate it, Microsoft Project (MSP) CPM scheduling software is here to stay. Many construction contracts are now mandating its use. Most people using MSP on construction projects find that MSP is fine for planning the work but very difficult to use when maintaining the status and accurately forecasting project completion.

The good news is that you can ‘make’ MSP properly reflect complicated status including out-of-sequence progress resembling Retained Logic. The Great News is that in this fourth-generation presentation, we finally made understanding easy. This advanced presentation will explain how to best use MSP in place of P6 or other more status-oriented scheduling software.

Presented by Ron Winter, PSP, and author of Schedule Analyzer Software.

THU27 - Weather Delays and How to Deal With Them

There is no standard in the industry for how to accommodate planned weather impacts in a CPM schedule. Some practice the hope and pray strategy where they take no specific action and recover any time lost as needed. Still others, randomly select the specified number of days from the project calendar and turn them into non-work days. A few use a weather contingency activity to push the schedule to an early completion tempo. This session will explore pros and cons of all three options and allow people to determine for themselves when each option might be appropriate.
Presented by Heath Suddleson, PSP, Executive Achievement

THU28 - Planning Planet Program

THU36 - Application of Collaborative Working Agreements
in the New Zealand Construction Industry for a Major Government Project

It can be fairly stated that the early 1990s were probably not the best time for the construction industries in Australia, New Zealand, the United Kingdom as well as the United States. In Australia major construction companies came and went and mergers of well-established Australian construction companies with German builders seemed to be the norm. The Australian construction boom with the large number of apartments in overbuilt markets; overheated economies, over extended developers and, let us not forget simple greed and mismanagement, led to a significant decline in construction volume. It cannot be understated that the value the of construction industry on each local economy is considerable, for example construction accounts for 4 % of Australian GDP, 8% of GDP in the UK and 5% of GDP in the US.
It could be argued that the decline of the construction industry in the mid-nineties in all three markets can be easily laid at the door of the flow on effect from the US of ever increasing litigation as much as anything else has played a major role. Poor project briefs, adversarial tendering practices all had their part to play as well. In Australia, disputes surrounding major projects have been the subject of much debate in other forums. Late delivery and over budget seemed to the cynics amongst us, as the norm
Whether the claims explosion of the '80s and early '90s was a cause, symptom, or effect of the construction industries other difficulties is for others to sort out; what is certain is that in the UK, Australia and New Zealand the industry's factiousness cannot have helped to ameliorate an already declining situation.
Studying these failures, one could examine a number of possible explanations for this phenomenon. Undoubtedly, there are many opinions: high interest rates in the early to mid-eighties, inflation, severe competition for fewer projects, margin slashing and out of control speculation, the lack of infrastructure projects in all countries; can all take their place in the line of suspects. Certainly, however, poor project organisation a lack of attention to the detail in architectural design, poor project structure, communication, and execution may be identified anecdotally as a key factor in many claim-ridden projects.
Presented by Raphael M Dua MACS PCP, General Manager Micro Planning International Asia Pacific Pty Ltd.

THU37 - P6, Fuse and Synchro – Bring it All Together on a Major Infrastructure Program

This session demonstrates how P6, Acumen Fuse and Synchro were introduced on a major infrastructure Program and how they are being used to effectively manage the program. Owners of public agencies undertaking a major construction programs often are doing so for the first time and are not familiar with the advanced schedule and cost management tools available today. This session will discuss how the project was structured, how these tools were introduced and how are they being used today. The P6 enterprise needed to be structured to control the program for 2 years while the alternative projects were still being defined, including storing monthly payments and preparation of cost histograms. Acumen Fuse has become the tool for reviewing the quality of all schedule submittals and Acumen Risk was also introduced. Synchro then came together as the source for evaluating construction schedule submittals and visualizing cost and schedule plans to identify constructibility issues prior to construction. Experience was gained in how to bring 3D/4D /5D together effectively which will be discussed.
Presented by Jeffrey Campbell, PSP of Project Controls Cubed LLC

THU42 - Three Steps to Project Maturity: Step 3 Cost and Schedule Integration

Think of project planning as a three-legged stool. We've already improved the quality of our schedule (leg 1), improved accuracy by accounting for risk (leg 2), now we'll take a look at the third key element to successful project planning: accurate resource planning. A resource loaded schedule is the perfect marriage between the work required to complete the project and the resources needed to complete the work. This presentation focuses on best practices for achieving this harmony and why it's important to remove the traditional silos between cost forecasting and scheduling and learn how Deltek Cobra and PM Compass can make this a reality!
Presented by Dan Demangos (Solutions Architect, Deltek) and Tom Polen (Director, Solutions Architecture, Deltek).

THU43 - Risk Analysis - Art Science or Bull?

Many of us remember the tag line from the Primavera ad from the '90's about CPM schedules, "Art, Science or Bull?". The speaker, having been around Primavera risk analysis since the days of "Monte Carlo", and more than familiar with how to structure risk inputs toward a predictable outcome, felt it appropriate to resurrect this tag line with a fresh perspective on the way we approach risk analysis with the tools available today.
Risk analysis is one of those common sense things we do in our every day lives, let alone when managing projects, without really thinking about it. Like many common sense things (Earned Value for example), we as human beings have the capacity to complicate simplicity beyond usefulness and understanding. Risk analysis is much more than "electronic darts" and with tools like Acumen available to us today can be extremely useful in communicating the variable possibilities that project teams need to consider in successfully managing their projects.
Presented by DRMcNatty

THU46 - The Hidden Critical Paths (HCP) Method – Shortening Complex Schedules

HCP (Hidden Critical Paths) is a method of analyzing and optimizing complex construction and infrastructure project schedules. The output of an HCP analysis is a report which conveys invaluable understanding and insight for project managers, executive management and even parties to construction claims.
In most large construction and infrastructure projects, the improved project management enabled by this report dramatically reduces risk and saves millions of dollars. HCP identifies serious flaws in schedule integrity, identifies opportunities for dramatic schedule improvement, reveals hidden risks in the schedule, highlights tasks requiring special attention, ensures alignment between different perspectives on the project and presents an overall confidence measure of a project's likely success.
In this presentation, the HCP method will be explained and demonstrated using actual construction projects and interesting examples.
Presentation by Tal Levanon of HCP-Consulting

THU47 - Proper and Effective Uses of Recovery Schedules on Construction Projects

When a construction schedule shows delay or there is otherwise a delay in construction progress the common response by a project owner or someone acting on the owner’s behalf is to demand a “recovery schedule” to make up delay within the remaining contract time to achieve an on time completion. This seminar will explore the appropriate prerequisites that are necessary before an owner or someone acting on behalf of the owner can demand a “recovery schedule” along with an evaluation of the various techniques or solutions that may be employed in creating the recovery schedule as well as their likelihood of success. Among the topics and best practices covered are:

  • What steps should be taken to minimize a request for a recovery schedule.
  • When an owner should request a recovery schedule and how should a contractor respond to a request for a recovery schedule.
  • How to approach acceleration and schedule development, including additional resource requirements, cost and resource leveling and developing “what if” scenarios.
  • What to include in a recovery schedule.
  • What to do after a recovery schedule is submitted.
  • Who pays for any acceleration costs required to implement a recovery schedule.
Presented by Charles Choyce of BERKELEY RESEARCH GROUP.

FRI11 - Introduction to Litigation Track
Admissible Evidence - Will the Judge let you speak?

With the increasing use of email text tweets, jobsite photos and created visuals, 4D rendered movies and such, all which have a technical wow factor to our engineers, it is important to remind them to step back and ask if a judge will let such (or the fruits of such) to be seen by the jury.
Presented by Erich R. Luschei and Kevin A. Dorse of THEODORA ORINGHER PC

FRI12 - Hulett on Risk
Advanced Schedule Risk Analysis using Risk Drivers

Many cost estimates assume that the project schedule is engraved in stone. Estimates of project cost may be unbiased but still, they do not represent the best estimate of total cost until project schedule risk is considered. This presentation, first, discusses the rationale for conducting a project risk analysis and for integrating the analyses of cost and schedule risk in one exercise. Second, the Risk Driver method for analyzing project cost and schedule risk is proposed and demonstrated using a new Monte Carlo simulation and analysis package, Polaris. Third, in this analysis the impact on cost risk of uncertainty in schedule that impacts the cost of time-dependent and LOE-type resources is considered in an integrated analysis. The result is a better estimate of cost risk and identifying the main risks to cost, some of which are usually those thought of as being schedule risks. Without integrating cost and schedule the impact of schedule on cost is likely to be missed or underestimated.
This presentation discusses how cost and schedule are integrated so that the cost of time-dependent resources including LOE is affected by time and burn rate. Also risks affect the total cost of equipment/material cost uncertainty for time-independent resources. Hence, in the analysis cost is impacted by risk in both traditional cost risk elements and schedule risk elements. Risks are prioritized and used in risk mitigation.
Presentation by David Hulett, Ph.D., Hulett & Associates, LLC

FRI13 - Developing Scheduling Specifications for P6

Scheduling specifications are an essential component in the contractual agreements between owners and contractors. It reviews the various earned value data analysis techniques and includes methods of creating and graphically analyzing performance trends. The lesson focuses on EV based methods of forecasting and validating Estimates at Completion (EACs) and considers the impact of baseline changes on EAC computations.

FRI16 - The Riddle of the Ribbon, Moving from MS Project 2007 to 2010. Where is Everything?

Microsoft has once again upgraded a perfectly adequate product, adding some new features while removing some that were useful, and then completely restructuring the menu system, now the Ribbon, making it difficult to find where they put everything. This is the story of my experience translating my highly customized 2007 version to be equally useable on 2010. We’ll talk about how to keep the 2007 version on your system because you’ll want to reference where things were and the upgrade will wipe it out unless you stop it. You’ll probably want to bring your views, tables, filters, macros, and customized fields along. But the biggest challenge I found is how to navigate the incredibly cluttered and unfamiliar Ribbon menu system. We’ll talk about how to customize the ribbon to make it as familiar as your old menu system. And interestingly they don’t store the ribbon in the Global.MPT file where all the rest of your customization resides. So if you go to the trouble of customizing your Ribbon, which I guarantee you will want to do, you will want to know where they put it in case you want to save someone else the trouble and send them your Ribbon. This is not an exhaustive tutorial of features and functions, but it does represent what you the practitioner are likely to experience when you upgrade.

Presented by Ed Mahler, PMP, President of the Project Administration Institute (PAI)

FRI17 - Development and Training of the Planning and Scheduling Professional

There is a popular saying that Planning and Scheduling is more an Art than a Science. It is time that we scheduling professionals change that perception. The late Peter Drucker was quoted as saying that “Management is a profession not an art or science.” Planners and Schedulers are important and integral members of the Project Management Professional team. Skill Training and Individual Development are keys to the continued growth and success of the Planning and Scheduling profession. Our professional associations have been working to establish Best Practices and Recommended Practices to serve as guiding documents that identify the required skills and knowledge for planning and scheduling professionals to improve the development and training of both current and future generations of professional planners/schedulers. This presentation will discuss professional development responsibilities and identify available training methods to successfully implement the training and development of planning and scheduling professionals.

FRI21 - Forensic Schedule Analysis and Discretionary Logic

Let’s face it: Forensic Schedule Analysis (FSA) and real time schedule review do not handle CPM schedules with significant amounts of discretionary logic very well. Major theoretical and practical advancements have been made on what FSA methodology is most appropriate to evaluate schedule delay in the last decade, largely through the introduction of AACE’s RP29R-03. Nevertheless, discretionary logic - the type of logic that is not dictated by either the contract or the physical necessity of the project - continues to cause difficulty for fair and accurate analysis of schedule updates during the course of the project in the construction industry. Further, these analytical problems persist in the methodologies associated with post-construction FSA. This presentation considers several applications and refinements of existing forensic delay methodologies, particularly As-Planned vs. As-Built, Contemporary Period Analysis and Collapsed As-Built, which can assist in identifying the as-built critical path and delay responsibility in schedules with significant amounts of discretionary logic.
Presented by John Livengood.

FRI22 - Making Sense of Schedule Risk Analysis

The paper will start with a brief discussion of the nature of uncertainty and how we measure it, the validity of subjective estimates, and why schedule uncertainty is different and more complex than cost uncertainty. This will include an explanation of the phenomenon of merge bias.
It will go on to explain how Monte Carlo simulation works and why it is the only valid way to deal with schedule uncertainty. Reference will be made specifically to uncertainty relating to task durations, resource costs, and project calendars.
The main part of the paper will deal with how to determine the input data, including correlations, and how to interpret the results, including estimated frequency function, cumulative frequency function, and percentile points.
The paper will conclude with a discussion of sensitivity analysis, its value, and the difficulty of doing it properly.
Presented by John Owen and Tony Welsh.

FRI23 - Document Control and Field Admin with Trimble ProjectSight

In recent years, the revolution in mobile computing has led to increasingly inexpensive tablet computers and app stores with millions of apps for virtually any purpose. As these devices have become a part of our daily lives, they have also become an integral tool for project management in the field, with nearly 80% of general contractors using tablets on the jobsite.
However, this explosion of technology adoption has also introduced its fair share of confusion. The consumer mindset of “there’s an app for that” can equate to fragmented business practices on the jobsite. As projects and personnel adopt a variety of applications to get the job done, competing solutions lead to ineffective collaboration and duplication of data.
Learn how to implement an effective mobile strategy for all of your construction projects and how to leverage cloud-based project management technology to efficiently collaborate with your entire workforce, while also improving visibility into your projects.
Presented by Marcel Broekmaat of Trimble

FRI24 - Introduction to Asta BIM

Bringing 4D planning within affordable reach within one application. See how this new version of Asta Powerproject incorporates Building Information Modelling (BIM) features that enable 4D planning, drive greater collaboration, and deliver communication, time and efficiency benefits. Since over 50% of the value of BIM is used during scheduling come see why Asta decided to add BIM to their scheduling application. We will show you how you can link project plans and 3D models in a single application so that BIM can become a usable tool for everyone – not just an expensive tool for a few specialists.
Presented by Jason Ruddle, Head of Sales & Professional Services, Asta Development plc

FRI25 - Oracle P6 EPPM from Hermit Data to 4D/5D Collaboration

A common issue in construction is that the information contained in the project schedules is shared on a “need to know” basis. This inherently causes difficulties in accurately coordinating work, multiple schedules, and asymmetric information on the projects. This is not limited to large or mega projects and has a negative impact on projects of all sizes resulting in inefficiencies, come back work, lack of quality, and claims.
Turner and Oracle will be discussing a fully integrated approach to scheduling. This will include the progression from a stand-alone CPM schedule to a 4/5d schedule, through the final and most important dimension, full integration with the entire project team.
Presented by Adam Baker and Anthony Hartke of Turner and Garrett Harley of Oracle.

FRI27 - UFSG Project Schedule Structure Requirements

The Unified Facilities Guide Specifications (UFGS) are a joint effort of the U.S. Army Corps of Engineers (USACE), the Naval Facilities Engineering Command (NAVFAC), the Air Force Civil Engineer Center (HQ AFCEC) and the National Aeronautics and Space Administration (NASA). The UFGS are for use in specifying construction for the military services. Meeting the scheduling structure requirements of Section 01 32 01.00 10 is often a source of much misunderstanding and frustration on the part of the Project Team and the Scheduler in achieving an approved baseline. An understanding these requirements versa the expectations of the specific Government’s Project Delivery Team (PDT) will help in structuring your schedule such that it will be accepted by the PDT. This session will provide basic tricks and tips of structuring your Project Schedule to the UFGS Project Schedule Specifications

FRI28 - Planning Planet Program
Use Case for  Acumen Analytics

In this session, we will look closely at how Acumen Fuse can be used for schedule quality.
We will look closely at the utility industry, where capital funds are dispersed every year to do major upgrades to infrastructure. These funds typically have a finite life and must be expended by a fixed date. As a case study, we will explore the challenges faced by a large utility company on the East Coast. After struggling to construct accurate baseline schedules and perform monthly updates, the quality of schedules has risen, enabling the company to accurately forecast project completion and budget milestones – all thanks to Acumen Fuse.

FRI31 - The Critical Intersection Method: A New Paradigm in Delay Analysis

AACE Recommended Practice RP-29R-03 identifies nine different methods for analysing delay once as-planned data, as-built data and a network model has been established. The nine methods are designed for use in conjunction with project planning software that determines the timing of activities associated with a single instance of a project time clock (known in Primavera as the “data date”).
Why are there nine different methods? Why has no consensus emerged as to which methodology is best given that this is ultimately, just a question of mathematics? The reason, it is submitted, is that all nine methodologies are mathematically flawed in at least one way or another. These mathematical limitations can be overcome, however, by applying a particular method that automatically iterates through the entirety of project time and simulates time across the network in order to measure delay. This method is known as the Critical Intersection Method (TM, pat. pend. all rights reserved).
Presented by Anders Axelson of Pezala Consulting

FRI32 - Integrated Cost/Schedule Risk Analysis Using Polaris

This presentation discusses how uncertainty and Risk Register events used as Risk Drivers drive schedule risk analysis. A cost estimate is integrated using POLARIS so that cost risk is affected by both traditional cost risk elements (e.g., uncertain material costs or labor rates) and schedule risk elements (e.g., design, fabrication or testing that may take longer and thus cost more). This approach is the same approach that has been used successfully on construction and oil and gas projects and on NASA projects.
Presentation by David Hulett, Ph.D., Hulett & Associates, LLC and Graham Gilmer , Booz Allen Hamilton

FRI33 - Connecting Teams and Information with EADOC to Reduce Risk

This session will introduce attendees to the cost savings and risk mitigation benefits of EADOC's collaborative project management application. Connecting project teams and managing information relationships is imperative to ensuring projects are completed on time and on budget.
Attendees will learn the benefits and ease of moving information quickly across large teams while maintaining control and meeting contractual obligations. We will look at how crucial collaboration is in information management and in supporting the principals of LEAN and IPD project deliver methodologies. We will cover managing documents, costs, and schedule information and the importance of the relationships between this information.
Presented by Eric Law of eadocsoftware.

FRI34 - Why Linear Planning?

Major infrastructure projects face many challenges that are not typical in facility constructions. Land acquisition, seasonal construction issues, environmental restrictions, maintaining traffic flow, major crossings that involve HDD’s (Horizontal Directional Drills) and optimizing workface planning are key considerations. The goal is to keep the construction window as short as possible to reduce the overall cost of the project to the owner, while understanding all the key interfaces points on the right-of-way. This presentation will explore the advantages of using the linear project methodology, to visually create a plan that reflects all the construction challenges and to report on progress. TILOS is a linear planning tool that serves as an excellent tool for collaboration between all the major project stakeholders.

FRI35 - Why the Earned Value Measured Mile Analysis Works!

Tim Calvey has testified in court and arbitration and made numerous presentations at mediations on the loss of labor productivity. The method used has been a measured mile analysis based on actual man-hours versus pay application labor dollars earned. The verdict in the case of J&H Reinforcing & Structural Erectors Inc. vs. the Ohio Schools Facility Commission was appealed to the 10th Appellate District Court of Appeals of Ohio who ruled that they agreed with the trial court that competent, credible evidence supported the damage award for labor inefficiency. Tim Calvey will present the earned value measured mile method, explain the mathematics that supports the analysis, and respond to the criticisms and objections to the method.

FRI36 - Trimble Schedule Planner Case Study

The construction industry often performs projects like it always has because “That’s the way it’s done.” But should it be that way? For Hoar Construction, the answer is no. The firm continually looks for ways to build better. See how the contractor has implemented “Flowline” or location-production based 4D scheduling, providing the ability to leverage appropriate quantities from the 3D model to inform and drive the location-based schedule.
Production-oriented scheduling philosophy offers several benefits, yet it also presents many new challenges for the project team. Hoar questioned, then challenged the scheduling status quo.
Hoar’s presentation will explore the benefits and challenges by sharing case studies on 3 Virtual Design and Construction (VDC) projects. The presenters will show how using a flowline scheduling approach allows the project team to:

  • Extract material quantities from the model to summarize what they are building
  • Define expected “production factors” including crew sizes, task durations and per day per man productivity rates (how much each person can put in place)
  • Apply the production factors to the quantity information to generate a status reports by trade for each duration
  • Measure daily production expectations

FRI37 - UFSG Project Schedule Reporting Requirements

The Unified Facilities Guide Specifications (UFGS) are a joint effort of the U.S. Army Corps of Engineers (USACE), the Naval Facilities Engineering Command (NAVFAC), the Air Force Civil Engineer Center (HQ AFCEC) and the National Aeronautics and Space Administration (NASA). The UFGS are for use in specifying construction for the military services. Meeting the scheduling reporting requirements of Section 01 32 01.00 10 is often a source of much misunderstanding and frustration on the part of the Project Team and the Scheduler in achieving an approved progress schedule reports. An understanding these requirements versa the expectations of the specific Government’s Project Delivery Team (PDT) will help in reporting your schedule such that it will be accepted by the PDT. This session will provide basic tricks and tips of structuring your Project Schedule Reports to the UFGS Project Schedule Specifications.

FRI41 - Litigation Track
Pacing Delay – The Practical Effect on Construction Projects & Delay Claims

This presentation is focused on pacing delay, a controversial delay issue in the construction industry. Currently there is little literature on pacing delay and case law is a bit sparse. Thus, owners and contractors often find themselves at odds with one another over the practical effect of pacing delay in a delay claim situation. The author defines the term; identifies what constitutes pacing delay; and sets forth the contractor’s legal right to pace an owner caused delay and addresses the practical impact of a pacing delay, both to the project as well as to a delay claim. This paper is intended to assist in a better understanding of pacing delay and how the issue may be dealt with by both owners and contractors.
Presented by James G. Zack, Jr., Executive Director, Navigant Construction Forum, Navigant Consulting, Inc.

FRI44 - Safe Planning through 4D Model-Schedule Integration

Recent hardware and software advancements have enhanced our ability to visualize, comprehend, and improve our schedules. 4D scheduling takes a 3D model and brings it to life through the 4th dimension: time. By integrating 3D models with CPM schedules, a multitude of benefits may be derived by various stakeholders. This presentation will demonstrate many of the benefits of 4D scheduling; including its untapped potential to improve safety planning.
Practical examples will illustrate how TIC/Kiewit is taking safety to a new level. 4D safety reviews allow safety managers to become more involved in the planning process up front; allowing teams to avoid unsafe future work conditions before a project ever goes to the field. 4D models enable safety professionals to quickly visualize the entire work sequence; mapping out future safety measures by time and location. This presentation will also show the value of integrating as-built safety data with the 4D schedule. Trends that were once very difficult to recognize can now be clearly understood, predicted, and mitigated.
Presented by Steve Moore, PMP, PSP, PMI-SP, LEED AP, and Kenneth Meding of TIC – THE INDUSTRIAL COMPANY.

FRI45 - Real-Time Cost Risk Analysis with Argo

When it comes to managing projects, cost is one of the key variables considered in any decision. Unfortunately, most cost risk analyses are conducted in back-rooms, with their results presented only in slide form. This limits opportunities for decision makers to be agile in ideating new solutions for ensuring success at a lower cost points. Argo is a revolutionary new application for running simulations in Microsoft Excel in real-time. For the first time ever, this enables cost risk analyses to be used as real-time decision making tools. This demonstration will provide a case study for using Argo in a real-time setting for performing cost risk analysis including lessons learned as the industry pivots from presenting our analyses in slides to presenting them as real-time decision making tools.
Presentation by Graham Gilmer , Booz Allen Hamilton.

FRI46 - SELLING EFFECTIVELY IN THE NEW ECONOMY
Succeed by De-Commoditizing Yourself

That’s right it is not a down economy it is a new economy. If you are waiting for things to pick up and get back to normal … it will be a long wait. In the last 5 years the economy has taken some major hits: the unwinding of the real estate bubble, slowest economic recovery in 70 years and business uncertainty and worry over the looming debt crisis. This has created a new selling environment. It is much tougher out there than any time in the last 30 years. Many salespeople are struggling in this new sales environment because:

  • Sales techniques they are using were designed for another era
  • They have self-limiting beliefs that get in their way and render the sales techniques they do know to be ineffective.
Dan Caramanico has extensive background managing large construction projects. And he has spent the past 25 years teaching individuals and major corporations how to dramatically increase their sales of products and services and has published two books on that very subject. In this session you will learn:
  • How to differentiate and de-commoditize yourself
  • How to effectively and professionally eliminate competition
  • How to command higher prices
  • How to stop wasting time with prospects who are not qualified
  • Why your mindset and is the most important part of selling your service
Presented by Dan Carimanico of Caramanico Maguire Associates, Sales Force Training & Development.

FRI47 - The Project Scheduling Toolbox

Industry and Client demands have put a lot of pressure on project schedules. Software developers are constantly coming out with new and improved programs that will do everything but cook your breakfast. Just like a toolbox on the jobsite, there is no one tool that does it all. This presentation covers the different functions of Project Controls and shows how using a combination of software packages can prove effective in trying to manage the effort overall.
Presented by Heath Suddleson, PSP, Executive Achievement

FRI48 - Forensic Schedule Analysis by AACE 29R-03

The AACE’s Recommended Practice No. 29R-03, Forensic Schedule Analysis, identifies nine forensic schedule analysis techniques. Delay analysis experts have strong opinions regarding the use of their preferred forensic schedule analysis technique over other techniques. Their opinions are largely determined by their past experience, their clients, the project contract and facts, perceptions regarding established legal precedent, and the strengths and weaknesses of each technique. The intent of this paper is to propose the combination of two of the most widely used and accepted techniques, which are MIP 3.4, Contemporaneous Period Analysis, and MIP 3.7, Time Impact Analysis, from the RP-FSA. The resulting combination would capture the strengths or positive attributes of both techniques while at the same time addressing their perceived weaknesses. This paper will also provide guidance and direction regarding the use of the combined technique, and provide an example of its use.
Presented by Mark Nagata and Scott Lowe.

SAT15 - Cost & Risk Track
How to cost load a schedule for USACE's QCS/RMS (Understanding the SDEF File)

Cost loading a schedule for USACE’s QCS/RMS is often a source of much misunderstanding and frustration on the part of the project team and scheduler. An understanding of the reasons and requirements for cost loading a schedule to support QCS/RMS is of great help. Simply put; understanding the data and structure of the SDEF File is the first step; understanding the reason for cost loading the schedule is the second reason to understand the SDEF File. The bottom line is; if you want to be paid for the work performed then you need to cost load your schedule, that is, your schedule becomes the Schedule of Values (SOV) forming the basis of your monthly progress payments. This session will, provide a basic understanding of the requirements for cost loading a schedule and an understanding of the data in the SDEF File that will allow you to get paid.

SAT21 - Presentation and Negotiation of Delay Claims in Public Contracting

The presentation and negotiation of delay claims on public contracts involve a variety of statutory and contractual limitations on claims in the context of public works projects. If a contractor does not comply with those provisions, the claim is barred, even if the owner's rep misleads the contractor about the need to comply with the requirements, such as by saying "don't worry, take your time, we will give you an extension." There are some real horror stories from the standpoint of a contractor, and they are not well known by project control engineers and project managers. In the context of private contracts, owners often are deemed to have waived contract limitations, so there is a big difference in many contexts between the presentation of delay claims on public contracts. Negotiation of delay claims also involves different and other considerations than are involved in negotiation of delay claims on private contracts
Presented by Erich R. Luschei of THEODORA ORINGHER PC and Russ Vakharia of the Los Angeles County Sanitation Districts.

SAT23 - Using Stochastic Optimization to Prioritize Risks

One of the first things all analysts do after running their project risk analyses is check the sensitivity analysis. Sensitivity analysis provides insights into which components of the project have the greatest opportunity to drive cost and schedule growth. The most common sensitivity analysis graphic is the ubiquitous “tornado chart.” This chart not only ranks each factors contribution to risk but also shows their relative impacts. Pearson’s correlation is the primary metric used to quantify the contribution of each factor to cost and schedule growth in many of the tornado chart views. Unfortunately, this metric is unreliable when examining discrete events. In particular, when used to prioritize risks for mitigation, Pearson’s correlation has the propensity to skew its rankings towards risks with a probability of occurrence closer to 50%. This leads to the unfortunate situation where a risk with a higher probability of occurrence and impact than another risk will end up ranked lower in the prioritization than the risk with a smaller probability of occurrence and impact. This presentation will explore the reasons why Pearson’s correlation is an unreliable metric for prioritizing risks. It will then explore alternate methodologies using stochastic optimization for more accurately prioritizing risks – each of which also has the added benefit of being able to quantify contributions in tangible day and dollar metrics. The paper will conclude by providing recommendations for community standards for prioritizing and ranking discrete risk events as they relate to potential cost and schedule growth.
Presented by Graham Gilmer .

SAT24 - Document Control for Better Claims Avoidance and Resolution

Richard has spent his career helping clients improve their businesses through the appropriate use of technology, from a consultant, through the leader of design teams split across multiple continents.

SAT25 - Introduction to Asta Site Progress Mobile

Manage progress from site better using mobile technology. Making progress updates from site back to base has traditionally been tough, with progress often recorded on paper, or relying on someone updating a spreadsheet and emailing it back to the office. Back in the project office the process of inputting updates from different people, interpreted in different ways and submitted in varying formats adds further risk of errors to the plan.
It is now possible to streamline progress from site to enable accurate updating easily using mobile technology. The new Site Progress Mobile app from Asta enables you to record progress in a standardised way through smartphones and tablets. See how you can:

  • Record project progress quickly and easily
  • Update progress at any time, from any location – even without a signal
  • Improve data accuracy by removing need for any re-keying of progress updates
  • Take photographs and associate them with particular tasks or build stages
Presented by Jason Ruddle, Head of Sales & Professional Services, Asta Development plc

SAT26 - When Projects are Delayed Beyond Contract Boundaries

One Owner/Agency has implemented a series of initiatives that has been tailored to preventing delays that are commonly caused by third-party utility companies. These steps were implemented since learning that nearly half of all of the delays that have occurred to Massachusetts bridge/roadway projects were the cause of the utility relocation operations. Previous attempts to move existing utilities, far in advance of the bridge/roadway construction contract, had proven to be overly complicated and ineffective for nearly all of the typical projects. So, in 2008, the MassDOT Highway Division had a very strong need to develop alternative management principles that focused on improved construction planning/scheduling and with a need to modify some deep-rooted cultures within the Utility companies, the Contractors and within the DOT itself.
Attendees will be provided a detailed understanding of a thriving construction planning/scheduling initiative that has also been supplemented with unique performance incentives, a brand new utility coordination construction specification and some important training/outreach lessons-learned. At the conclusion of this presentation, it is anticipated that anyone who works on public bridge/roadway projects will have some great suggestions to take back to their DOTs, to help make everyone on their project team much more efficient in getting the project done quicker, and with fewer instances of construction claims/disputes.

SAT31 - A Construction Lawyer's Perspective on the Cultural and Legal Impact of BIM and IPD on CPM

What are the legal and cultural impacts of BIM and IPD on CPM?
The industry wastes 40% to 60% of the labor, materials and time invested in capital projects; that’s a problem. Integrated Project Development (IPD) teams capable of deploying better planning, design and construction processes can cut that waste in half; that’s a solution. Creating a legal framework that supports and enables planning, design and construction in a trust based environment; that’s a strategy. Creating a smart built culture on your next project; that leads to success. Join James L. Salmon, Esq. of Collaborative Construction to learn how BIM and IPD are impacting our industry’s fragmented, adversarial and paranoid culture and how construction professionals can created a smart built culture that is integrated, collaborative and cooperative and reduces waste and inefficiency.

Building Katy’s Castle: A Broken Built Culture Versus A Smart Built Culture
The broken culture pursuant to which capital projects are planned, procured, designed, constructed and ultimately operated and maintained must be repaired. That broken culture is fragmented, adversarial and paranoid. It must be replaced with a smart built culture that is integrated, collaborative and cooperative. Building Katy’s Castle exposes broken features of the current culture and highlights the benefits of a smart built culture that is integrated, collaborative and cooperative. Join James L. Salmon, Esq. of Collaborative Construction for an opportunity to build Katy’s Castle live.
